Create Database Link

At my site only this commnad to create database link works

create database link <Any name you want, oralce_sid could be used> connect to <my_sqlplus_user_id> identified by "<passwd>" using '<oracle_sid (should exists in tnsnames.ora)>'

it is mandatory that password should be in double quotes and and string after keyword USING should be in single quotes otherwise this commnad gives errors.
